About Lanc & Tully

Lanc & Tully Engineering and Surveying, P.C., is a consulting firm specializing in Civil Engineering and Surveying, including municipal engineering, land planning and development. The firm originated in April 1985. In January 2004, the firm expanded its leadership to accommodate its steady and progressive expansion. Lanc & Tully, P.C., currently employs approximately thirty people, including seven licensed Professional Engineers, Land Surveyors, a licensed Professional Planner, Staff Engineers, Engineering and Surveying Technicians, CAD Designers, Construction Technicians, Drafters, and Survey Field Crews. Utilizing a unique level of experience and skills, Lanc & Tully, P.C., has played key roles in assisting businesses and communities to formulate a cohesive vision and then, making those visions a reality.

Location

Lanc & Tully is located just outside the Village of Goshen, which in addition to being the geometric center of Orange County NY also serves as the county seat and the location of the Governmental Administration. With a proximity to Interstate 87 and 84 and New York State Route 17, Lanc & Tully provides services in the Counties of Orange, Sullivan, Ulster, Dutchess and Rockland. However, some of the principals are also licensed in Pennsylvania, New Jersey and Connecticut.

John D. Russo, P.E.

John D. Russo is a licensed professional engineer whose exacting standards provide a multitude of municipalities with expert counsel in requiring that projects be completed to the requisite standards. John holds certificates from the American Concrete Institute, the National Highway Institute, the FHA and OSHA. John is involved in the planning, design and approval process of municipal and private projects.

John J. O’Rourke, P.E.

John J. O’Rourke is a licensed professional engineer who holds a degree in Geology and is a certified Professional in Erosion and Sediment Control. John is involved in the planning, design and approval process of commercial and institutional site plans. John’s ability to coordinate the sizable project teams necessary for projects was critical in the success of a multitude of projects, including the design and construction of ORMC’s new hospital facility.

David E. Higgins, P.E.

David E. Higgins is a licensed professional engineer who specializes in residential subdivisions and commercial site plans. David’s experience in meeting the client’s needs while satisfying the various agencies involved in the review and approval of projects has been integral in creating successful projects.

Rodney C. Knowlton

Rodney Knowlton is a licensed professional land surveyor. Rodney’s attention to detail is apparent in the quality of boundary and topographic surveys completed by the firm. Utilizing the latest in GPS and geospatial technologies, the survey maps provide information relevant in land development projects and land transfers.

John Queenan, P.E.

John Queenan is a licensed professional Engineer who graduated from Villanova University with a Bachelors of Science in Civil Engineering. John specializes in both municipal projects and private development. John is involved with all aspects of development, from conception to completion. Additionally, he is also specialized in water, wastewater and stormwater system designs. John in certified in Erosion and Sediment Control, Stormwater Quality, MS4 Program Management and Floodplain Management.
